When construction activity is in the “green-field” stage, construction spending is less than is spent during the actual construction. The “green-field” work is land clearing and installation of culverts and other underground services. The employee count rises but not as rapidly as main construction costs which come later and includes the building materials like concrete and steel. The rise in construction employment leads the rise in construction spending by about 6mos.
